Pair of public hearings could have long-term impact on the face of Mill Creek

The public was invited to be part of the process that could change how Mill Creek will address the development and economic challenges of the future.

The first public hearing was held by the Planning Commission on proposed amendments to the Mill Creek Municipal Code (MCMC) that would make Low Impact Development (LID) the required approach to managing storm water runoff. The revisions are designed to minimize impervious surfaces, native vegetation loss and storm water runoff in all types of development situations.

The hearing will be a continuation of the discussion by the City Council on Jan. 10. Public Works Director Scott Smith said the new regulations, if adopted, will most likely pertain only to new projects and upgrades.

“The environmental impact of the regulations calls for roadways and sidewalks to be made of more porous materials to allow run-off water to seep into the ground naturally,” Smith explained. “The ground under most of Mill Creek does not drain well in its natural state, so the effect of the rules will be negligible.”

The second hearing, scheduled for Wednesday, Jan. 25, will allow the public to comment on the indoor Arena Sports facility proposed for 6.73-acre site along the Bothell-Everett Hwy adjacent to the Gateway Shopping Center. The arena hearing will be conducted by a hearing examiner in the City Council Chambers beginning at 6p.m. at City Hall.

Preliminary plans for the sports facility call for a 96,370-square- foot building with plans for landscaping, drainage facilities and 382 parking spaces. The building site plan submitted by for the indoor recreational complex includes two indoor soccer fields, a warm-up field, eight bowling lanes, laser tag, inflatable play area, party rooms, kitchen and dining areas with food and beverage services, along with storage and administrative offices.

The plan calls for access to the site will be from both Dumas Road and the Bothell-Everett Highway (SR 527). A staff report on the physical and economic impact of the sports complex was posted on the through the city website at: https://millcreek.civicweb.net/filepro/documents/19234.

CSA Real Estate LLC will be investing more than $10 million into the project, according to Norm Gill, project manager for the developer, Pinnacle Indoor Sports of Flagstaff, AZ. If there are no challenges to the project, Gill hope to break ground on construction in the spring with hopes of having the facility operational by October.

City Manager Rebecca Polizzotto declined to comment on how the sports arena could influence the economic status or social image of the city until after the application process has been completed.
